Family Man
Matt is married to Megan, whom he met the summer before leaving for Marine Corps Officer Candidate’s School. Megan is the daughter of Drs. Joe and Ginger Noble, equine veterinarians who own Noble Equine Veterinary Services in Purcell. Megan attended Oklahoma State University where
she majored in Journalism. Megan works part-time at the National Cowboy & Western Heritage Museum Store.

Matt and Megan live in Norman with their son Liam and rescued dog, Opal. They are parishioners at St. Mark the Evangelist Catholic Church in Norman, where they have been sponsors and participants in the church’s Rite of Christian Initiation of Adults (RCIA) program for adults and their families joining the church.

Education/Activities

  • Attended Oklahoma City Community College and the University of Science & Arts of Oklahoma (USAO)
  • USAO – Student Senator and member of Phi Lambda Chi Fraternity. Awarded the George Austin Campus Leadership Award, USAO’s highest award for student leadership.
  • Named Senator of the Year by the Student Senate, and Man of the Year by Phi Lambda Chi Fraternity. Received the USAO Evolving Leader Award.
  • After graduating from USAO, Matt worked as an admissions counselor at USAO for a year before being accepted to graduate school at Texas A&M’s George H. W. Bush School of Government & Public Service. Texas A&M – Student Body Vice President, G. H. W. Bush School. Member, Ambassador’s Council, serving as representative for Texas A&M to business leaders and government dignitaries including the Secretary of Transportation and the CEO of Southwest Airlines.
  • Interned with the International Republican Institute in Washington, D.C. where he served in the Eurasia Division during the annexation of Crimea.
  • Studied International Crisis Management and the Role of Intelligence in Security Affairs under Jim Olson, former head of counterintelligence at the Central Intelligence Agency.
  • During his years at Texas A&M, Matt served as a Big Brother with Big Brothers & Big Sisters of America and was on the Intramural Brazilian Jiu-Jitsu team.
  • After graduating from Texas A&M with his Masters in Public Administration, Matt earned his commission in the United States Marine Corps.
Military Service
  • 2015 – Officer Candidate’s School (OCS), Commanding Officer’s Honor List (top ten percent of his OCS class).
  • 2016 – Basic Officer’s Course, Communications Officer, (responsible for building and defending
    classified cyber networks in domestic and foreign areas of operation).
  • 2017 – Basic Communications Officer’s Course. Served at Marine Wing Communications Squadron 28 (MWCS-28) aboard Marine Corps Air Station Cherry Point in North Carolina., as the commanding officer of more than 90 U.S. Marines and $10 Million in equipment and weapons systems.
  • 2018 – Deployed to Norway for NATO exercise Trident Juncture 18, to deter Russian aggression in the region. Collaboration with NATO allies and direct command of 40 Marines.
  • Upon his return from Norway, Matt was selected by MWCS-28 to serve as the legal and personnel staff advisor to the commanding officer of the entire unit. Matt served in this position until December of 2019, when he transitioned to the Marine Corps Reserve and returned to Oklahoma.
  • Marine Corps Reserve – Civil Affairs Officer, advised unit commanders on civil/political considerations regarding native populace in deployed environment.
  • Joined 3rd Civil Affairs Group (3rd CAG) focusing on the Asian Pacific region.
Career/Community
  • Matt transitioned out of the Marine Corps Reserve in March of 2021. After returning to Oklahoma, Matt continued to work in the technology sector, and eventually returned to cybersecurity in late 2021.
  • Currently works as a cybersecurity consultant at Guernsey, where he advises small and medium-sized companies that are being regulated by the federal government to implement cybersecurity practices in their business operations.
  • Assists architecture and engineering teams to design cybersecurity controls for federal facilities being built.
  • Active member of the Oklahoma Defense Industry Association (ODIA), and The State Chamber.
